The man who was caught on tape grabbing a bag with expensive camera equipment was charged with felony stealing on Friday.
Brian S. Payton, 18, of St. Joseph, is charged with a Class C felony, punishable by up to seven years in prison, if convicted.
The vehicle Mr. Payton was a passenger in was videotaped by News-Press photojournalist Eric Keith on Wednesday for a news story about residents helping police run radar on speeders in residential neighborhoods.
The vehicle turned around and began pursuing Mr. Keith, who turned on his video camera. At a red light, Mr. Payton is seen on the video yelling at the photographer about privacy. He then takes a bag of photo equipment out of the backseat.
Mr. Payton was in custody late Friday at the Buchanan County Jail on a $15,000 surety bond. He has to deposit 10 percent, or $1,500, to be released.
