Driver faces involuntary manslaughter charge

A man accused of a hit-and-run death of a motorcyclist on the Belt Highway is now charged with involuntary manslaughter.

Joshua S. Morgan, 30, allegedly left the scene of the March 16 accident at Belt Highway and Faraon Street, but remaining was a piece of the car’s bumper, including its license plate. Authorities said they traced the license plate back to Mr. Morgan.

Mr. Morgan allegedly left the scene after a white Pontiac Grand Am he was driving collided with a 2000 Harley-Davidson motorcycle, ejecting the two occupants. Tonya K. Brill, 37, died March 19 in the hospital, while her husband, Jeffrey S. Brill, 35, survived.

Mr. Morgan was originally charged with second-degree assault for operating a vehicle while intoxicated resulting in injury, a class C felony punishable by up to seven years in prison, and leaving the scene of an accident, a class D felony punishable by up to five years in prison.

Mr. Morgan still faces those charges as well as involuntary manslaughter, a class B felony punishable by up to 15 years in prison.

Buchanan County Prosecutor Dwight Scroggins introduced the new charge Monday in a preliminary hearing. Mr. Morgan waived the preliminary hearing, and his case will now proceed to circuit court.

Mr. Morgan remains free on $100,000 bond, which includes numerous conditions such as not driving, a curfew and a tracking device.

Mr. Morgan’s attorney, Tim Warren, declined to comment on the case.
