Office manager faces charges

SAVANNAH, Mo. — A former office manger of the Savannah branch of the state License Bureau faces two felonies alleging she stole from the state.

A state investigation of Heather Spicer led to the filing of two felony charges of theft/stealing more than $500 but less than $25,000.

Associate Circuit Court Judge Ronald Taylor is hearing the case and ordered Ms. Spicer to appear in court at 10 a.m. July 16.

Ms. Spicer was a temporary independent contractor for several months in 2008 after her mother, Cyndee Merritt, was appointed in March to be the Andrew County clerk. Prior to that time, Ms. Spicer worked as an employee to her mother.

The Missouri Department of Revenue closed down the licensing office in October.

“Rumors to the contrary, there was no forcible removal,” Ms. Spicer told the News-Press in October.

At that time, the Missouri State Highway Patrol and the Andrew County Sheriff’s Department said that they haven’t been asked to investigate any alleged wrongdoing.
