I guess I don't understand. Why do the volunteers, management and systems have to be paid around the clock when they are only needed for three or four calls a week? Surely they don't have to find volunteers to sit at a mute switchboard waiting for a call?

heritage, you are a very smart person, but there is no "lack of direct access of council to legal advice". I commented on the "Ticket fuels..." article that councilmembers are certainly allowed to call, email, fax, text or communicate in whatever way they want with city staff, as many times as they want. The city manager does not to my knowledge discourage councilmembers from contacting staff, but encourages council to direct questions to the appropriate person, usually the department director, so that it doesn't come across as pulling rank or micro-managing. Questions are encouraged; directing policy or telling staff what, how, how much or when to do policy is not. That's the way the charter is written. I understand your frustration with the charter and with the current charter committee. But there are several non-manager lovers on that group.

On Timing debated in ticket incident
First, councilmembers are allowed to SPEAK with staff members at City Hall, they simply cannot DIRECT POLICY to staff. In other words, tell them how to do their job. Council can ask as many questions as time (and staff patience) permits.
Second, this council will never revive the sidewalk enforcement issue. It was a prime reason the last council was voted out. That group instructed city staff to come up with regulatory ordinances to make sidewalks passable, and staff took the ball and literally ran it for several touchdowns. After much public outcry, council redirected staff to lower fees and cut back on strict enforcement, but it was too late. They got the reputation of being castle dwellers.

No one wants to raise a ruckus this close to the next election. I'm betting they will lay low and put up with his antics for another 7 months, as they have for the past three and a half years. If the ones who generally vote with Shearin are smart, they will finally start leaving his pack. If not, they are guilty by association.
Apmastrangelo, love the "head in" idea. Immediate benefit, if the streets are wide enough there. All it would take it repainting the lines and taking down signs. I also agree with less enforcement. I shun downtown businesses because of the heavy-handed approach to ticketing. If my large, old car is just over the line in front of me, I get a ticket. If I park back end first, there's a ticket. Parking in an alley, even for five minutes, is a ticket. Maybe a sign in front of businesses directing people to the nearest garage is one answer. Also, are all the garages free? I bet some think the one next to Civic Arena is charge only.
I didn't understand any of this, but congratulations students and faculty anyway!
